Partner Update

Argentina

On June 21 the Canadian Embassy hosted a working breakfast on the Metropolis Project. Among the participants, there were representatives from the governments (Federal and Municipal levels), from NGOs and from Centres of Research and Universities.

It was agreed there was a need for the creation of a website for Metropolis Argentina.

Father Santillo, Director of the Centro de Estudios Migratorios Latinoamericanos (CEMLA), agreed to set up the website with the list of the partner organizations and a list of the events related to migration issues. For more information please contact Father Santillo at cemla@ciudad.com.ar

Canada

The Vancouver Metropolis Centre (RIIM) held an interdisciplinary workshop entitled Multicultural Sites/Sights at the University of British Columbia, 25-28 June. The objective of the workshop was to advance comparative research on race/ethnicity/immigration between Vancouver and Sydney, Australia. The process began with a first meeting in Sydney in June 1999 and five papers from that workshop – on housing, new residential patterns, the media, women's organizations, and local government services -- were accepted for a special issue of the journal 'Progress in Planning.' With a grant from the Peter Wall Institute at UBC, a larger group was invited to the Vancouver workshop and nine sessions were held with speakers from both Vancouver and Sydney addressing the same topic from their own metropolitan vantage points. The workshop was very fruitful, and several initiatives to fund further comparative research were agreed upon under the alluring umbrella title 'Eating into Multiculturalism'. International Organization for Migration (IOM)

A new document on the IOM’s website explores the potential impact of EU enlargement on labour movements into and within the region. The focus is on some key aspects of migration and on some practical ways of ensuring that the inevitable movements between countries of differential economic structures and opportunities occur in an orderly and humane way. The IOM has also released a report entitled, "Migrant Trafficking and Human Smuggling in Europe." It can be found at http://www.iom.int

The Netherlands

The Amsterdam Proposals aim to stimulate a well-informed policy debate on how European immigration and asylum policies could be designed and adopted on the basis of the Amsterdam Treaty. These proposals are a reflection of NGO concerns and have been drawn up after consultations among NGOs and with academics and policy-makers. They were presented to the Council of Ministers, The European Commission and the European Parliament. The Migration Policy Group (MPG) is now organising a high level seminar on these proposals in each EU member state.

An executive summary has been published in French (Les propositions d' Amsterdam ou comment influencer les debats sur la politique d'asile et d'immigration), English (The Amsterdam Proposals or how to influence policy debates on asylum and immigration) and German (Die Amsterdamer Vorschlaege. Einflussnahme auf die Asyl-und Einwanderungspolitik). They are available on MPG's website at http://www.migpolgroup.com

Norway

Metropolis activities in Norway are defined in accordance with the original Metropolis idea - to bring researchers and policy makers/practitioners together around the topic on migration, diversity and changing cities. New research on these topics are under way under the International Migration and Ethnic Relations Programme (IMER)administered by the Research Council of

To bring together policy makers, practitioners, NGOs and researchers a national network for the exchange of knowledge and experience was set up on the initiative of the Department of Indigenous, Minorities and Immigrant Affairs in the Ministry of Local Government and Regional Development. The network meets regularly at conferences and seminars. Most recently, in March 2000, 400 researchers, NGOs and policymakers met on the topic of issues facing first and second generation migrant youth. Portugal

The Luso American Foundation will host some 30 experts from Europe and the US in a three day workshop (July 17 to 19) organized by the Carnegie Endowment for International Peace to review and finalize a book on Citizenship. This is the third in a series of books on Citizenship in which the Foundation and Carnegie have collaborated.

The Metropolis Portugal teams have organized a policy dialogue workshop for July 25 to debate with legislators a proposed new, and radical, law on immigrant entry, rights and duties, now under debate in the Portugal parliament.

The Metropolis Portugal research teams are gathering research data and commentary on the policy dialogue process in Portugal, particularly in social areas like migrant affairs. This "diagnostic" of the policy process in Portugal is the first of its kind and is designed to clarify how policy dialogue takes place, and contribute to more systematic dialogue processes among researchers and policy makers. It will be published later in 2000 by the Luso American Foundation.

Fifth International Metropolis Conference

(Vancouver November 13-17, 2000)

The virtual programme for the conference, including descriptions of the plenary sessions and the fifty-two thematic workshops, has been posted on the international Metropolis website. Please watch the site for regular updates and for registration information.

Future International Metropolis Conferences

Rotterdam will be the site of the Sixth International Metropolis Conference in November 2001.

Norway will host the Seventh International Metropolis conference in Oslo in 2002.

Web News

The International Metropolis website (www.international.metropolis.net) averaged 40,000 visitors per month for the first six months of this year. As more content is added to this site we expect traffic to increase exponentially.

Justice Canada’s "Evolution of Human Rights in Canada" has been added to their website. http://www.canada.justice.gc.ca This invaluable resource details how human rights have evolved over the last century in Canada.

The University of Bremen Migration Research Centre has launched a new website entitled, "Migration and Multicultural Lives" which can be found at http://www.migration.uni-bremen.de

The 1999 Global Report is now posted on the UNHCR’s website at http://www.unhcr.ch

Also on the UNHCR site is a report by John Morrison which analyses the response of European governments to the increasing problems of human trafficking and smuggling.

The Council of Europe has a new website on minorities (http://www.humanrights.coe.int/minorities/index.htm).
