Workshop description:
Everyday an estimated 2500 Filipinos leave the country to find work in 186 countries abroad. A substantial number are highly-educated and skilled health professionals. Health professionals educated and experienced in the Philippines migrate only to find their education and experience wasted in host countries of the North. Systemic barriers in host countries hinder the entry of this group into their rightful profession – effectively wasting valuable skills and education - and affecting long-term implications on both the sending and host countries. This workshop is intended to examine the causes and long-term implications of “brain drain from the South and brain waste in the North” phenomenon within the context of globalization. The barriers examined are those created by international and national immigration policies, national institutions, as well as national professional organizations which function as gatekeepers. This workshop will bring together researchers, academics, policy makers and NGO representatives from North America, Asia, and Europe to examine existing policies that affect this group of health professionals. Particular emphasis will be paid to discussing the effectiveness of existing policies and exploring new policies and complementary or alternative models of accreditation that benefit the migrating health professionals. Finally, this workshop aims at initiating a continuous and constructive dialogue between academics, researchers, NGOs and policy makers with an interest in migration of Filipino health professionals and processes of accreditation.
